We’re excited to host the Second Age-Friendly Seniors Health Fair, a free event focused on health, community connections, and active living for those 55 and older!
Championed by the Grey Highlands Senior’s Advisory Committee, we are thrilled to announce the second annual Age-Friendly Seniors Health Fair, a one-of-a-kind event focused on promoting health, wellness, and active living within our senior community happening Wednesday, June 10th at the Osprey Community Centre.
This exciting event will feature a diverse range of health and wellness service providers, as well as respected non-profit organizations, coming together to create a vibrant and informative experience. Whether you’re looking for resources on healthy aging, fitness, mental health, or community services, this fair promises something for everyone. What’s a Zoning By-law?
A Zoning By-law is a legal document that sets the rules for what can be built and what activities are allowed on properties in Grey Highlands. It also regulates important things like building setbacks, lot sizes, and how much of a property can be covered by buildings and structures.
Why Are We Updating It?
Over the past few years, there have been important updates to the County of Grey Official Plan and new Provincial planning policies . To stay current — and to better reflect the vision for our community — our Zoning By-law needs to be brought into alignment.
We are also aiming to reduce the number of Planning Act applications by making it easier for some uses to be permitted "as-of-right", meaning no extra approvals are needed — while still making sure that new development fi ts well into our community.
Our goal is simple: create zoning rules that just make sense for Grey Highlands!

To date, two open houses were held on June 25, 2025, where key changes were presented and discussed with the public. An online survey also helped inform revisions to the draft By-law, incorporating feedback received from residents and stakeholders. The Municipality of Grey Highlands is in the process of updating its Zoning By-law.
While the Municipality’s Official Plan was updated and approved by the County of Grey in 2017, the Zoning By-law was never updated to bring it into conformity with the new Official Plan. Updating the Zoning By-law is the essential to ensure that day-to-day land use decisions — including building permits, development proposals, and property use approvals — align with the community’s vision and provincial planning requirements.
Grey Highlands began working on a Zoning By-law update in 2020 with consulting support (JLR Consultants), and a second draft was prepared internally in 2023. Although the 2023 version advanced to a public Open House, several factors have delayed the completion of the project, including:
- Significant updates to Provincial and County planning policies
- Staffing shortages within the Municipality
- An exceptionally high volume of planning applications, which has limited the ability to dedicate resources to this large-scale project
Now, with a renewed commitment, Grey Highlands is prioritizing the completion of the Zoning By-law Update.
Finalizing this project will:
- Bring the Zoning By-law into conformity with the existing Official Plan, the County Official Plan and the Provincial Planning Statement (2024).
- Provide residents, businesses, and developers with greater clarity, predictability, and fairness
- Reduce the number of planning applications by introducing more clear “as-of-right” permissions
- Free up staff time to begin a full review of the Official Plan immediately after the By-law is complete
The Municipality’s goal is to complete the Zoning By-law Update by the end of 2025. Once the new Zoning By-law is in place, the Municipality intends to move straight forward into the review of the Official Plan Amendment.

The Zoning By-law Update project focuses on a comprehensive review and modernization of the Municipality of Grey Highlands' Zoning By-law.
The scope of the project includes:
- Bringing the Zoning By-law into conformity with the Municipality's 2017 Official Plan
- Aligning zoning regulations with updated Provincial and County planning policies
- Simplifying and clarifying zoning rules to make them easier for property owners, developers, and staff to understand and apply
- Reducing the number of planning applications by introducing more "as-of-right" development opportunities, where appropriate and where compatibility between neighbouring uses can be maintained
- Protecting the character of Grey Highlands' communities, while ensuring that zoning regulations support responsible growth, housing options, rural development, economic development, and environmental protection
- Updating zone categories, permitted uses, and mapping across the Municipality to reflect today’s realities and future needs
- Preparing for future growth by building a solid zoning framework that supports the eventual update of the Official Plan
- Encouraging public participation so that the new Zoning By-law reflects the priorities and values of Grey Highlands residents and businesses
The project does not include a full review of the Municipality’s Official Plan at this time. A review of the Official Plan will begin after the Zoning By-law update is completed, followed by a housekeeping amendment to the By-law to align with any new Official Plan changes.

Zoning Mapping Update – Information for Property Owners
As part of the comprehensive Zoning By-law Update, the Municipality of Grey Highlands has undertaken a full review of its zoning mapping. Updated mapping schedules are now available for public review and can be found here:

What is Zoning Mapping?
Zoning mapping (often referred to as “Schedules” in the Zoning By-law) identifies how land across the Municipality is regulated. Each property is assigned a zone (for example, Residential, Rural, Agricultural, Environmental, etc.), which determines:
- what uses are permitted on the property; and
- the applicable regulations, such as setbacks, building height, and lot coverage.
Why is the Mapping Being Updated?
The existing mapping has not been comprehensively updated in many years. As a result, some areas do not accurately reflect:
- current land use patterns;
- environmental features (such as wetlands, hazard areas, or natural linkages); or
- updated policy direction from the Official Plan, County, and Province.
The updated mapping is intended to improve accuracy, clarity, and transparency. In many cases, changes reflect information that has existed for some time but was not previously shown on the zoning schedules.
How to Read the Zoning Schedules
The updated schedules are map-based and include:
- A Key Map to help locate your property;
- Zone labels (e.g., R, RS, RU, A, EP, etc.), which correspond to specific sections of the Zoning By-law;
- Overlay areas, such as Environmental Protection or Holding (“H”) provisions; and
- Property boundaries and geographic features, to help you locate your lands.

- Locate your property on the schedule;
- Identify the zone and any applicable overlays; and

Long-Term Waste Management Plan

The Municipality of Grey Highlands is developing a Long‑Term Waste Management Plan with EXP Services Inc. This LTWMP will guide how waste is reduced, diverted, and managed over the coming decades. The project includes a comprehensive review of the current waste system, analysis of future needs, and evaluation of waste management options using technical, environmental, social, and financial criteria. Community engagement is a key part of the process, with opportunities for residents to learn about the options, share feedback, and help shape preferred solutions. The final plan will provide clear, practical recommendations and an implementation roadmap to support a sustainable, cost‑effective waste management system for the future.

Overview:
As part of its commitment to environmental sustainability and responsible water use, the Municipality of Grey Highlands has partnered with rainbarrel.ca to offer residents a rain barrel program designed to support water conservation at home. This program provides residents with access to reliable, high‑quality rain barrels and accessories through a trusted Canadian supplier, making it easier to adopt environmentally friendly practices.
Benefits:
Using a rain barrel allows residents to capture rainwater that would otherwise be lost to runoff, helping reduce demand on municipal water systems and private wells. Rain barrels also help manage stormwater during heavy rainfall, reducing erosion and protecting local waterways. Collected rainwater can be used for gardens, lawns, and outdoor plants, providing a free and sustainable water source while supporting long‑term environmental stewardship in Grey Highlands.
Eligibility:
The Grey Highlands Rain Barrel Program is available exclusively to residents of the Municipality of Grey Highlands. This program is intended for residential properties located within municipal boundaries and supports individual households in adopting sustainable water‑conservation practices.
Participants must place their orders through the Municipality’s designated partner shop with rainbarrel.ca to be eligible for program benefits, including free home delivery on qualifying products. Orders shipped outside Grey Highlands or placed through other retailers are not eligible under this program.
Rain barrels and accessories purchased through this program are intended for personal, residential use only. Availability is subject to product supply and ordering deadlines as determined by the program provider.
By participating, residents agree to the terms and conditions outlined at checkout and acknowledge that delivery and product fulfillment are managed by rainbarrel.ca in partnership with the Municipality.
Delivery:
Free home delivery is included with all rain barrels and downspout diverters purchased through this program, along with any accessories purchased at the same time. Orders that consist of accessories only are subject to a $20 flat delivery fee, which will be automatically calculated at checkout. Please note that local pickup is not available as part of this program.

Onsite Sewage System Inspection Program
The septic inspection program helps care for your septic system, protect local water and the environment, and catch small issues early—saving homeowners worry and costs.
The Onsite Septic Inspection Program is a municipality‑led initiative designed to help protect drinking water, lakes, and the natural environment by ensuring septic systems near shorelines are working properly.
Homes near lakes rely on onsite septic systems to safely treat wastewater. If a system is failing or not functioning as intended, it can allow contaminants to enter groundwater or nearby lakes. These issues are often hidden underground and may go unnoticed without an inspection. This program helps identify potential problems early, before they impact health, the environment, or lead to costly repairs.
Why the Municipality Is Doing This
The Municipality of Grey Highlands is introducing this program to:
- Protect lakes, groundwater, and drinking water sources
- Reduce environmental impacts from failing septic systems
- Support public health and community well‑being
- Help homeowners maintain their systems and avoid unexpected failures
This program is authorized under provincial legislation and follows Ontario Building Code requirements for community septic inspection programs.
What the Inspection Involves
The inspection focuses on ensuring the system is operating safely and as intended under the Ontario Building Code.
What This Means for Homeowners
- Owners will be notified in advance of an inspection
- Inspections are carried out by trained municipal staff
- If concerns are identified, homeowners will receive clear information about next steps
- The goal is prevention and education—not penalties
If repair or maintenance is required, owners are responsible for completing the work, but early detection helps reduce long‑term costs and environmental impacts.
The program applies to properties:
- Located on a lake, or
- Located within 100 metres of a lake shoreline, and
- That use an onsite sewage (septic) system
Lakes included in the program are:
- Eugenia Lake
- Irish Lake
- Wilcox Lake
- Brewster Lake
Some newer systems and certain treatment units with active service agreements may be exempt during specific inspection cycles.
The program will be introduced in phases:
- 2026: Pilot program for properties on Eugenia Lake
- Late 2026: Review and reporting to Council
- 2027: Expansion to all identified lakes
This phased approach allows the Municipality to review the program and make improvements before full implementation.

Markdale Urban Gateway
We invite community members to share creative ideas for the Markdale Urban Gateway project. This initiative aims to create welcoming and iconic entrances to Markdale.
The Municipality of Grey Highlands is seeking expressions of interest to design gateway signage for the four (4) entrances to Markdale at Highway 10 and Grey Road 12.
These gates will serve as symbolic entrances and must reflect the town’s character, heritage, and welcoming spirit. Attractive gateway signage can increase tourism and general curb appeal of the community. These gates will create a first impression and define a sense of arrival, making a visitor want to stop, shop, and explore.
Markdale Urban Gateway - Voting Now Open
The Municipality of Grey Highlands invited designers to submit conceptual gateway signage ideas for the four (4) entrances to Markdale, located along Highway 10 and Grey Road 12. These gateway features are intended to serve as symbolic entry points that reflect the community’s character, heritage, and welcoming spirit, while creating a strong sense of arrival for residents and visitors.
Public voting is now open and will remain open from XX to XX.
Members of the public are encouraged to review each design and provide input to help guide the next phase of the project.

Markdale Wastewater - Municipal Class Environmental Assessment
Project Background
The Municipality of Grey Highlands is undergoing a Municipal Class Environmental Assessment (EA) to assess the capacity of the Markdale Wastewater Treatment Plant (WWTP). The EA process will look at the ability of the Markdale WWTP to accommodate increased demands from future development. If improvements are needed to the treatment process, both operational and infrastructure improvements will be identified.
This Assessment will consider the following key issues:
- Project future sewage flow and loadings from industrial users.
- Determine the adequacy of the existing WWTP at the projected flow and recommend improvements to allow the WWTP to meet future flow requirements. Review the suitability of the current WWTP system and biosolids management strategies against the future organics loading.
- Evaluate whether further re-rating of the facility can be accommodated, or it long term and robust solutions are needed.
- Determine the feasibility of a headworks being incorporated into the WWTP.
The Municipality is working with consulting engineers J. L. Richards & Associates Limited for this project.
Class EA Process
The EA is being conducted in accordance with the Phases of the Municipal Engineers Association Municipal Class Environmental Assessment for a Schedule C project.
- Phase 1 - Identify the problem or opportunity.
- Phase 2 - Identify alternative solutions to address the problem or opportunity by taking into consideration the existing environment, and establish the preferred solution taking into account public and review agency input. At this point, determine the appropriate Schedule for the undertaking and document decisions in a Project File for Schedule B projects, or proceed through the following Phases for Schedule C projects.
- Phase 3 - Examine alternative methods of implementing the preferred solution, based upon the existing environment, public and review agency input, anticipated environmental effects, and methods of minimizing negative effects and maximizing positive effects.
- Phase 4 -Document, in an Environmental Study Report, a summary of the rationale and the planning, design and consultation process of the project as established through the above Phases. Make this documentation available for comment by review agencies and the public for 30 days. Wait another 30 days after the comment period to see if the MECP issues a ‘Section 16 Order’ or a ‘Notice of Proposed Order’. Under either Order, the project can only proceed to Phase 5 after all the Order’s conditions are fulfilled.
- Phase 5 - Complete contract drawings and documents. Proceed to construction and operation, monitor construction for adherence to environmental provisions and commitments. Where special conditions dictate, also monitor the operation of the completed facilities.

The Notice of Completion has been posted on March 20, 2026. This is to begin a mandatory 30-day review period on the Project Report File. The Notice of Completion and the Project Report File have been added to the Document Library. The project team is welcoming any comments by April 20, 2026.
Update #6 - Council Presentation
J. L. Richards & Associates Limited presented the outcomes of the EA to Council at the March 18, 2026. Council also authorized for the consultant to file the Project File Report and issue a Notice of Completion, followed by the required public 30-day mandatory review period.

Update #4 - Notice of PIC #2
A Notice of Public Open House #2 was issued on November 25, 2025 and added to the Document Library.
Following PIC No.1 on September 28th, 2023, the preferred solution was identified to be upgrading the existing Markdale Wastewater Treatment Plant (WWTP). This will allow for a 50% increase in capacity, equivalent to a total WWTP flow rating of 2,580 m3/d. During Phase 3, several design concepts for the preferred solution were assessed. The recommended option consists of a new mechanical headworks building, an upgraded aeration system, and an expansion of the rapid infiltration basins (RIB).
The main tasks of Phase 3 were to undertake field studies to refine the preferred design solution. A Stage 2 Archaeological Assessment (AA) is nearing completion for the site. A hydrogeological study is also in progress. A Terrestrial Ecology Report was finalized during Phase 3.
Consultation is a key element of the Class EA process and has continued with various agencies, Indigenous groups, and stakeholders throughout this project. The purpose of Public Information Center No.2 is to solicit feedback on the recommended design concepts for the preferred solution.

Town Hall Forums

What is a Town Hall Forum?
A Town Hall Forum is an informal public open house-type meeting with Council members. This meeting is open to residents to speak to Council on various topics. There is no agenda. However, there may be a "focus" for the Town Hall. There are generally no time limits for resident comments. Council members make no decisions. However, responses regarding previous actions taken may be provided. Formal Minutes are not kept. The Town Hall Forums will be held in person only and will not be streamed or recorded. Should technology availability occur in the future, this may be revisited.

Brackenbury-Lawler Reconstruction and Stormwater Class EA
An engineering project has started for reconstruction of Brackenbury St and Lawler Dr in Markdale.
The Municipality of Grey Highlands has engaged with B.M. Ross and Associates Limited to provide engineering services for the reconstruction of Brackenbury St and Lawler Dr in Markdale to meet municipal standards for urban roadways, including watermain and sanitary sewer replacements, and to investigate options to improve the existing stormwater management outlet in the catchment area.
The Municipality of Grey Highlands has initiated a Municipal Class Environmental Assessment (Class EA) process to address stormwater drainage deficiencies in the north quadrant of Markdale, in the vicinity of Lawler Dr and Brackenbury St, as shown on the Class EA Notice dated October 25, 2023. Planned upgrades to the existing road infrastructure will require improvements to existing drainage systems that service these areas. The Class EA process will include an evaluation of various alternatives available to improve existing drainage infrastructure and ensure that storm drainage facilities are sized appropriately and have a suitable outlet.
EA Process
The planning for this project is following the environmental screening process established for Schedule ‘B’ activities under the Municipal Class Environmental Assessment (Class EA) document. Schedule ‘B’ projects are approved subject to the completion of a screening process. The purpose of the Environmental Assessment process is to identify any potential environmental impacts associated with the proposal and to plan for appropriate mitigation of any impacts. The process includes consultation with the public, stakeholders, Indigenous communities, and review agencies.

Update #5 - Stormwater Quality Control
The stormwater management system will be designed to achieve the “Enhanced Protection” level as per the Ministry of Environment, Conservation and Parks (MECP) Stormwater Management Planning and Design Manual. The manual notes that this level of protection should be used when “sensitive aquatic habitat will be impacted by end-of-pipe discharge”, such as those with “high permeability soils” and “habitat sensitive to sediment and siltation (such as gravel bottom used for bass or brook trout spawning)” etc. “Enhanced Protection” is the highest level of protection noted in the manual, and “corresponds to the end-of-pipe storage volumes required for the long-term average removal of 80% of suspended solids”. It is important to note that this 80% would be determined on an average annual basis, not on an individual storm basis.
The design will incorporate whatever measures are necessary to achieve this “Enhanced Protection”. Currently, the design is considering a single Oil and Grit Separator (OGS) for the entire system to perform this quality control. It is possible that upon further detailed design we will discover that a single OGS may be insufficient, and a combination of multiple OGS’s and/or other measures may be required. Regardless of the solution, the design criterion is to achieve “Enhanced Protection” as defined above.

A Public Open House has been scheduled to obtain input from residents on the project. The meeting will provide details about the Class EA process, investigations completed to date, and the preliminary preferred design alternative. Municipal staff and the project engineers will be available to answer questions.
