Asset Management

Council approved the 2025 Asset Management Plan on June 18 2025, in advance of the July 1 2025 Ontario Regulation 588/17 deadline, with the following resolution: 

That Council receive report FIN.25.07 - 2025 Asset Management Plan for information; and 
That Council approve the 2025 Asset Management Plan as presented; and 
That Council recommend that the Mayor include the Asset Management Financial Plan in the annual budget.

Asset Management is the coordinated activities of the Municipality to realize value from its assets to achieve organizational objectives. It is the plan for how to manage municipal infrastructure in order to provide services to residents and other users in a way that meets their expectations, and is financially sustainable into the future. Having a clear picture of the current state of municipal infrastructure, and expected levels of service, will help make more informed decisions about asset operations, maintenance and renewal. 

Grey Highlands Municipal assets that are part of the Asset Management Plan, and which are essential to our service delivery, include the following: 

  • roads 
  • bridges and culverts 
  • wastewater systems 
  • water systems 
  • landfills 
  • sidewalks 
  • buildings 
  • equipment 

Information that helps Council and Municipal Staff improve our asset management capabilities includes the following: 

  • life cycle costs of owning and operating an asset 
  • levels of service (including current, expected, and desired) 
  • risks, and risk management 
  • implications of future demand
