Media Release - Rocklyn Arena Update

The Municipality of Grey Highlands is providing an update on the Euphrasia Memorial (Rocklyn) Community Centre following the receipt of preliminary findings from ongoing environmental and building assessments. 

At a Special Meeting held on August 20, 2026, Council received the Rocklyn Arena Phase 1 Investigation and Stabilization Update and directed staff to prioritize efforts toward reopening the arena portion of the facility. Council also approved funding of up to $90,000 from the Asset Management Reserve for mould remediation. 

Since that time, additional testing and professional assessments have provided a more complete understanding of the building's condition. The findings confirm that the challenges facing the facility extend beyond mould remediation and include mould-impacted building materials, ventilation deficiencies, long-standing moisture-related deterioration, damaged insulation and fireproofing materials, and asbestos-containing materials requiring specialized handling and abatement. 

The Municipality has also been advised that the current conditions are the result of long-standing building and moisture-related issues that have developed over many years. Consultants have emphasized that both the affected materials and the underlying causes of deterioration must be addressed. 

While final consultant reports and detailed cost estimates are still being completed, the information received to date indicates that the work required to safely address the identified environmental and building conditions will exceed the $90,000 previously authorized by Council. Preliminary planning estimates suggest that the remediation and associated building improvements could represent a significant investment. 

As a result of the scope of work identified, the anticipated costs, and the time required to complete it safely and properly, ice will not be available at the Rocklyn Arena for the 2026-2027 season. 

Council and staff recognize the important role the Rocklyn Arena has played in the community for generations and understand the disappointment this news will cause for residents, user groups, and families.
