The Committee of Adjustment (CoA) makes decisions on all minor variance and consent applications (severances, easements, and rights-of-way). The committee meets monthly as per the meeting schedule. (link)

The Committee of Adjustment is established under the authority of The Planning Act as its regulations, The Statutory Powers Procedure Act, The Municipal Conflict of Interest Act, Building Code Act, and the Municipal Freedom of Information and Protection of Privacy Act and the common law concept of natural justice. The Committee of Adjustment hears applications for Minor Variances and Consents in Grey Highlands.

COA Terms of Reference

The Grey Highlands Public Library is comprised of three branches in Flesherton, Kimberley and Markdale,  and a virtual branch at www.greyhighlandspubliclibrary.com , serving the residents of Grey Highlands and contracting municipalities of West Grey, and Chatsworth.  The library also has reciprocal borrowing agreements with Meaford and the Town of the Blue Mountains.

The Grey Highlands Seniors Advisory Committee was formed to offer advisory consultation to municipal council in a two-way information sharing process, where local grassroots solutions and public outreach discussions may be facilitated on issues around the World Health Organization’s age-friendly community elements. The committee seeks to coordinate the collection and dissemination of information and resources for seniors in the community. The committee will represent all areas of the Grey Highlands community of communities as a collective voice for the senior segment of the community. It meets bi-monthly or at the call of the chair.

The purpose of the Board is to assist the Museum in meeting its mandate to collect, preserve, research, house, and exhibit, and to assist the Museum to serve the educational, and intellectual interests of the community.

Terms of Reference

Heritage Grey Highlands Committee (HGHC) shall advise Council on identifying, conserving, and promoting heritage resources in our community and to recognize buildings and properties of historic or architectural value in accordance with the Ontario Heritage Act.

Reporting through staff to Council, the Economic Development Advisory Group (EDAG) will provide strategic advice to facilitate and promote a holistic and sustainable long-term approach to economic and business development that will benefit Grey Highlands and its residents.

EDAG Terms of Reference

The purpose of the FAP Committee is to assist and make recommendations to Council on matters relating to the Community Grant Program or any other similar programs or policies as may be implemented and directed by Council.

Terms of Reference

The Joint Waste and Diversion Site Committee is responsible for assisting in undertaking a review of overall landfill operations in the municipalities of Chatsworth and Grey Highlands and assisting in the development of technical, environmental, financial and socially feasible recommendations to Council regarding operational changes, updates and current transitions.

Terms of Reference

Committee of the Whole is a venue whereby all members of Council meet in a "Committee-type" format that is a little less formal than Council to allow for increased dialogue on specific items. Recommendations from the Committee of the Whole must be ratified at a future Council meeting to take effect. 

The Community Safety Committee shall advise Council on matters relating to community safety and investigate solutions to make Grey Highlands safer.

Reporting to Council, the Solid Waste Task Force (SWTF) is responsible for undertaking a review of current solid waste, recycling, and diversion services in Grey Highlands and providing recommendations to Council relating to solid waste, recycling, and diversion services in the municipality.

Reporting to Council, the Lake Management Committee is responsible for undertaking a review of current state of Lake Eugenia, Irish Lake, Wilcox Lake, and Brewster’s Lake and develop a lake management plan for each.

The Community Development Advisory Committee (CDAC) shall provide advice and recommendations to Council to support a coherent community service approach on matters associated with recreation, community programming, recreational activities, facilities, and general community development within Grey Highlands. Note: This Working Group has met its established mandate in 2019. 

The STAT is an ad-hoc task force established to meet the requirements of the specific task – to review the proposed short-term accommodation licencing program as presented by staff and to prepare a recommendation to Council on the implementation of the current proposal or any changes requested.

Membership on the Board includes 2 members of Council, a minimum of 4 and maximum of 7 citizen members appointed by Council.

STAT Terms of Reference

On Council direction, this committee was created in 2019 which will serve to work with stakeholders through consultation to develop a fact-based Action Plan for fighting the climate crisis in Grey Highlands.

Mandate has been met. No further meetings scheduled. 

Final Report presented to Council on July 7, 2021. Report has been forwarded to staff for review and comments. 

The Council Remuneration Advisory Committee (CRAC) was established through Council resolution 2019-054 on February 6 2019 to review the Council Compensation By-law and provide recommendations to Council on Compensation ad Benefits. In achieving this purpose, the members of the committee shall ensure that the compensation provided:

• is fair and reasonable and will attract a diverse and representative pool of candidates from Grey Highlands residents wishing to seek election to Council but also be seen as fair by taxpayers;

• recognizes that the work of the mayor and council is demanding and important and as such they should be appropriately compensated;

• recognizes the complexity, responsibilities, time commitments and accountabilities associated with the role of Mayor and Council;

• is closely aligned to the 55thth percentile (similar to the Municipality’s employees) of the comparator group;

• applies an appropriate ratio between the roles of councillor and that of the mayor and deputy mayor;

• demonstrates fiscal responsibility.

CRAC Terms of Reference

The TTF is a task force established to research and recommend to Council on options for public transportation for residents in Grey Highlands as per a request from the Seniors Advisory Committee.

April 12, 2021 the Seniors Advisory Committee passed Motion SAC2021-36

That the Seniors Advisory Committee create a sub-committee to research and present Seniors transit options to the Seniors Advisory Committee; and

That the following members sit on the transit sub-committee Member Allen, Member Halliday, Member Fulford and Member Brown; and That Jeff VanGeem from SEGCHC also sit on the transit sub-committee.

Reporting to Council, the task force will research and present options for internet infrastructure on municipal property and the overall process of improving internet access for Grey Highlands. 

Internet Infrastructure Task Force Terms of Reference 

Reporting to Council, the sub committee will research and present a comprehensive draft Sign By-law option for Grey Highlands.
Mandate:

• To re-examine the draft sign by-law presented at the Committee of the Whole on September 22, 2021, and at the October 6, 2021 Council meeting from the larger context of the need and/or desirability for locally appropriate safety regulations or aesthetic guidelines, and report back to Council with recommendations.

Terms of Reference 

On April 1, 2024, the Community Safety and Policing Act (CPSA), 2019, was proclaimed, repealing the Police Services Act, 1990. As a result, the Grey Bruce O.P.P. Detachment Board was established under O.Reg. 135/24.

The purpose of the Natural Gas Expansion Task Force is to research the possibility of Natural Gas Expansion throughout Grey Highlands.
