Council Meetings are generally held the first and third Wednesday of every month at 10:00am in a hybrid format of in Council Chambers and online.

Procedure By-law

Section 41 of the current Procedure By-law provides the rules for presentations and Section 42 provides the rules for delegations. Please review before submitting a request to ensure you are following proper procedures. Failure to follow proper procedures may result in the delegation or presentation being disallowed.

Delegation

Delegations are typically requested by residents or local community groups wishing to speak to or make a request to Council.

Requests for delegations must be submitted to the Clerk no later than noon (12:00pm) seven (7) business days prior to the preferred meeting. Should delegations be full for that meeting, another date can be requested. Delegations are allocated 10 minutes to speak to Council. 

Please note: there is a limit of three (3) delegations/presentations or a limit of a scheduled 30 minutes per meeting (whichever comes first). Please see dates available below.

Presentation

Presentations are typically requested by an agency or a consultant for the Municipality. A maximum of 10 minutes is provided for presentations unless otherwise requested.

Requests for presentations (including material to be presented) must be provided to the Clerk in writing no later than seven (7) business days prior to the preferred meeting. Should delegations/presentation be full for that meeting, another date can be requested.

Please note: there is a limit of three (3) delegations/presentations or a limit of a scheduled 30 minutes per meeting (whichever comes first). 

Open Forum

The Open Forum part of the Council Meeting allows up to five (5) individuals to speak for three (3) minutes each about a topic that is on the agenda to be discussed at that meeting. Agendas for meetings are published 2 days in advance of the meeting and the registration link is included on the agenda. 

In Person Registration: Persons wishing to speak during open forum must register with the Clerk or Deputy Clerk no sooner than 15 minutes prior to the start of the meeting and will end at the scheduled start time for the meeting. 

Electronic Registration: Persons wishing to connect electronically and speak during open forum must register through the registration page at least 1 hour prior to the start of the meeting and must indicate in your registration which item you wish to speak on.

Electronic Participation

Council amended the Procedure by-law and passed Policy A09-C-11 in October of 2020 to allow electronic participation of members and the public. To participate electronically in any meeting, please visit the registrations page of our website www.greyhighlands.ca/register
