By-Law Enforcement

Municipality of Grey Highlands By-law Enforcement Officer investigates all complaints about by-law violations, ensures compliance, lays charges where appropriate, and answers questions about by-laws and by-law processes.

Our objectives are:

  • To increase public awareness of Municipal By-laws;
  • To educate residents on their responsibilities and rights as property owners or tenants, and;
  • To achieve compliance with Municipal By-laws.

You can report by-law infractions to By-law Enforcement in confidence but you will need to give your name and contact information.

Any personal information you give us will remain confidential unless disclosure is required by law. The Municipal Clerk has the responsibility of determining whether to release any by-law information in accordance with the Municipal Freedom of Information and Protection of Privacy Act. The Municipality will always strive to ensure that the identity of complainants remain confidential, however, if the matter proceeds to prosecution, the Municipality cannot protect the identity of the complainant as this information may be required during the prosecution process. 

The Municipality of Grey Highlands has contracted with James Special Services to oversee By-law Enforcement and Canine Control Services.

To report a concern, the By-law Officer requires a written complaint with contact information for follow-up in case the responding officer requires additional information.


What you can expect when making a complaint:

  • You will be required to give your name, address, email address and phone number. Anonymous reports will not be investigated unless they are an immediate health and safety risk. 
  • The details of the concern must be provided at the time you submit your complaint (where, when, what, how, who) - if any details are missing, or the officer requires additional information, you may be contacted.
  • The complaint will be investigated if it falls within the realm of by-law enforcement, or forwarded to the appropriate response agency as may be required.
  • Complainants are not provided with further information regarding their complaint. 
  • Please be patient, enforcement is a process and can take time. The Municipality strives to resolve most complaints through voluntary compliance through education and public awareness.

The Canine Control By-law 2021-071 regulates the control and licensing of dogs and kennels within the Municipality of Grey Highlands.

The Municipality's ATV Consolidated By-law 2016-37 regulates the use of ATV's on municipal roads within the Municipality of Grey Highlands.

The Municipality's Backyard Poultry By-law 2022-055 regulates the ability to have poultry on properties in Grey Highlands.

The Municipality's Building By-law 2014-59 is in respect of construction, demolition and change use permits and inspections under the Building Code Act.

Amended Election Sign By-law 2022-039 regulates election signs within the Municipality of Grey Highlands.

The Firearms By-law 2023-028 prohibits or regulates the discharge of firearms within the Municipality.

POA Approval

The Consolidated Heavy Truck Restriction By-law 2020-034 (as amended by By-law 2023-125) prohibits heavy trucks on specific highways in the Municipality of Grey Highlands.

The Municipality's Illegal Dumping By-law 2019-071 prohibits the dumping of waste on private or other property in the Municipality of Grey Highlands.

The Municipality's By-law Enforcement Officer handles questions about a wide variety of noise concerns from barking dogs to industrial noise. The Municipality's Noise By-law regulates activities of noise by time and day of the week.  Industrial and commercial noise is regulated by the Ministry of the Environment and Climate Change.

Noise by-law exemptions are required to allow any noise in contravention of the by-law such as an event or construction involving amplified noise. A Noise Exemption Request Form should be submitted a minimum of 21 days before the date(s) requested.

 

Approved Exemptions:

  • Approved Special Events have an automatic noise exemption during the hours of 7 am and 10 pm. 
  • By-law 2020-110 - Noise exemption May 1st - October 31st annually from 10 am - 10 pm Sundays - Thursdays and 10 am - midnight Fridays and Saturdays.

The Open Air Burning By-law 2020-046 regulates the setting of fires and governs open air burning in the Municipality of Grey Highlands.

By-law 2019-104, as amended, regulates parking of motor vehicles and/or trailers in the Municipality of Grey Highlands.

The Property Standards By-law 2002-65 prescribes standards for the maintenance and occupancy of property in the Municipality of Grey Highlands. 

The Municipality's Refreshment Vehicle By-law 2009-93 is a by-law to license and to regulate refreshment vehicles within the Municipality of Grey Highlands. An application to operate a refreshment vehicle is within the by-law.

The Short Term Accommodation By-law 2019-122 - Consolidated is a by-law to license, regulate and govern short term accommodations in the Municipality of Grey Highlands.

The Site Alteration By-law 2023-083 regulates fill being brought into the Municipality of Grey Highlands.

The Municipality's Waste Collection and Diversion By-law 2023-084 regulates and maintains the collection, disposal and diversion of waste, recyclable and diversion materials.
