Notice of Public Information Centre #2 for the Markdale Lagoon EA

Municipality of Grey Highlands Markdale Wastewater Treatment Plant  

Schedule ‘C’ Municipal Class Environmental Assessment  

The Municipality of Grey Highlands has initiated a Class Environmental Assessment (Class EA) to determine options to expand the capacity of the Markdale Wastewater Treatment Plant to service future development. 

Background: In 2022, a Schedule ‘C’ Municipal Class EA process commenced to evaluate treatment servicing alternatives to address future wastewater needs in the community of Markdale. A Public Open House (Open House No.1) was held on September 28th, 2023 to provide an overview of completed studies and activities as well as present the recommended wastewater servicing alternative.  

Current Status: Following Open House No.1, the preferred solution was identified which is upgrading the existing lagoon WWTP. These upgrades include a new mechanical headworks building, an upgraded aeration system, and an expansion of the rapid infiltration basins. This will allow for a 50% increase in the plants capacity rating which is equivalent to a total WWTP flow rating of 2,580 m3/d.  

The purpose of Open House No.2 is to solicit feedback on the recommended design concepts for the preferred solution.This public open house will summarize the alternative design considerations  and the evaluation process undertaken to develop the recommended design concept.  

Public Consultation: Public and Agency consultation is a key element of the Class EA process. Among other consultation actions, The Municipality of Grey Highlands held Open House No.1 on September 28th, 2023. Consultation with local Indigenous communities has also been conducted throughout this Class EA. A Stage 2 Archaeological Assessment is currently underway on undisturbed lands with no archaeological potential found to date. 

Members of the public are now invited to Open House No.2, which will present and solicit feedback on the recommended design concept.  

Public Open House No.2 is scheduled as follows:

Time: Open House from 4:00 PM – 6:00 PM

This study is being conducted according to the requirements of a Schedule C project under the Municipal Class Environmental Assessment process (October 2000, as amended in 2023). This Notice was issued on November 20, 2025.
