Background
The Municipality of Grey Highlands' Parks and Recreation division is currently responsible for operating and maintaining 4 arenas, 7 community halls, 12 sports fields, and 13 public parks and playgrounds. In June 2021, the Economic and Community Development Department issued an RFP for a 10-year Recreation Master Plan for the Municipality of Grey Highlands. The goal of the Plan was to help define the path forward for recreation, parks, and community facilities in Grey Highlands, and assist in decision-making. On September 1, 2021, Council approved the appointment of RC Strategies to undertake the Municipality's Recreation Master Plan.
Through the information gathering process, the consultants collected data related to facility usage, rates and fees, building information, GIS data, and local and regional demographics; site visits were also conducted. A multi-disciplinary Steering Committee, comprised of representatives from Finance, Planning/GIS, and Community Development helped refine the focus of the study and provided additional context.
Extensive public consultation took place in the form of small community-based meetings, online stakeholder sessions, and broad-reaching public surveys. Public input was invited throughout the entire process and staff received written feedback from several residents, which was forwarded to the consultants.
RC Strategies presented their working paper to members of Council during a Committee of the Whole meeting in March 2022. The working paper summarized the consultants' findings and provided parameters for the formation of a strategy based on early analysis of the data. Following the Committee of the Whole meeting, and taking Council feedback into consideration, the consultants developed the working paper into the final Recreation Master Plan document.
