Council Highlights - January 18, 2023

This is a summary of the meeting items and not inclusive of all agenda items. All items are contained in the minutes.

• Manager of Operations for Parks and Rec Mike Botelho was introduced to Council. Mike has extensive municipal experience and comes to the municipality from the City of Guelph.

• Hemson Consulting presented the Development Charges background study and the draft by-law to Council. The statutory public meeting was held during this time, and Council heard several comments from the public regarding Development Charges. A special meeting of Council was scheduled for February 6th at 10 am for further discussion and consideration of the by-law.

• Terms of Reference for the following Boards and Committees were received, and direction to bring forward by-laws approving the terms along with posting for public members for the committees:

o Heritage Grey Highlands Committee

o Museum Advisory Board

o Road Safety Community Partnership Committee

• Council received the 2022 Election Accessibility Report for information.

• A cemetery proposal was approved for the Independent Old Order Mennonite Church to be established on Grey Road 12 outside Markdale.

• Council received the By-law Enforcement Quarterly Report showing 477 items (investigations, patrols, canine control, and community assistance) for September, October, and November 2022.

• Council will consider adding a year-round porta-potty at Feversham Park. The item was added to the 2023 budget for consideration.

• Seven Notice of Motions were presented, including Sunday hunting consideration, amendments to the Fees and Charges By-law to add fees for repeated planning inquiries and implementation and scale system for environmental impacts on staff reports and a fee for staff time in purchasing municipal property, a request for an appointment to the Community School Alliance, a request for Council to attend the Federation of Canadian Municipalities Conference in May, and the development of a Pre-Consultation Committee.
