Council Highlights February 17, 2021
Grey Highlands Council met virtually on February 17th at 1:00 pm. The meeting was streamed live for the public to watch as well as recorded (link below).
• There were 6 speakers during the Open Forum portion of the meeting. Gary Thompson, Allison Haskins, Dough Griffiths, Pat Boyle, Ben & Susan Sharpe and Eric Robertson all spoke regarding item 8.12 – Zoning By-law Application Z63.2020.
• Two delegations appeared before Council. The first from Melanie Steele regarding proposed changes to the Water and Wastewater Rates By-law for to include changes to Schedule B for multi-residential units. The second from Sara Benjamin requesting to establish a stand alone natural burial cemetery in Grey Highlands. Council received both delegations for information and requested a staff report for the Natural Burial delegation.
• Council approved the Water Wastewater study and approved all recommendations outlined in Option #1 of the report.
• A Community Bulletin Board Draft Policy was deferred until the Grey Highlands Community Development Advisory Committee had a chance to review it.
• The Markdale Depot building located at 50 Lorne Street will get a roof replacement. Council approved Cruickshank Flat Roofing to do the work for just under $30,000.
• Council received a request from TAPMO – Top Aggregate Producing Municipalities of Ontario for support in the amount of $2,100 for the retention of an Upstream Strategy Group. Council approved the request with funds coming from the Tax Stabilization Reserve.
• Council approved the sale of bingo tickets in Grey Highlands by the Knights of Columbus Council 2092 of Owen Sound to support youth programs of the Grey Bruce branch of he Canadian Mental Health Association.
• Council supported a request from the Internet Infrastructure Task Force (IITF) to conduct a survey among Grey Highlands residents and internet service providers.
• Council supported a request from the Police Services Board for the municipality to enter into an agreement with the County of Grey to enforce load restriction and the use of the portable wheel load scales.
• Eight by-laws were passed including the Community Safety and Well-Being Plan, five Zoning By-law Amendments, an amendment to the Citizen Appointment By-law and the 2021 Budget By-law. Zoning By-laws 2021-021 and 2021-022 were deferred pending more information and comments.
• Mayor McQueen presented two notice of motions at the meeting. The first, requesting to apply for funding through the Efficiency Grant to hire a third-party consulting firm to conduct a comprehensive review of recreational services in Grey Highlands. The second, to develop a joint project between the Municipality of Grey Highlands and the Town of The Blue Mountains for the redevelopment of Pretty River Road and to fund the project through the Ontario Infrastructure Fund. Council approved both motions.
