Council Highlights November 15, 2023

This is a summary of the meeting items and not inclusive of all agenda items. All items are contained in the minutes.
- There was one speaker for Open Forum. Paul Mondell spoke regarding item 6.1 - Escarpment Corridor Alliance delegation.
- Treasurer McCarthy welcomed a new staff member in the Finance Department. Kerri Hall was introduced as Finance Clerk - Accounts Payable and Payroll.
- The Escarpment Corridor Alliance delegated to Council regarding the Talisman Visioning Project. Council received the delegation for information.
- Council received a presentation from RJ Burnsides on the 2023 Roads Needs Study Update. Council received the presentation for information and approved the Road Needs Study.
- Council direct staff to bring the draft By-law to Reduce the Speed on all local roads within the Grey County Settlement Area of Eugenia to Council for approval at the next Council Meeting. As well as install 40km/hr signage throughout Eugenia that will include where the 40 km/hr areas begin and end.
- Council received a report and the 2024 Draft Strategic Plan and approved moving forward with public engagement on the draft through a survey on ConnectGreyHighlands.ca with comments and the draft document coming back to Council on December 6th for consideration.
- An item was added to the agenda to discuss the upcoming ROMA (Rural Ontario Municipal Association) conference delegation requests. Council approved applying for delegations on the following topics:
- Provincial Park in Grey Highlands
- Speed enforcement fines to change driver behaviour and increased traffic in Grey Highlands (with Grey County) ?
- Vision Zero Funding Top-up (with Grey County)
- Hwy 10 crosswalk
- Beaver Valley Tourism Strategy
- Development Charges (making rural municipalities whole)
- Downtown Grey Highlands hydro lines
- Government-owned lands - Education - Opportunity for repurposing Beavercrest School property
- Government owned lands - Health - Opportunity for repurposing Old Hospital property
- 2016 Assessments/CVA
- Two Community Improvement Plan applications were approved. The first for 235474 Grey Road 13, Kimberley (The June Motel), and the second for 14 Toronto Road, Flesherton.
- Council received a Budget Update report in preparation of the 2024 Budget. Council received the report for information.
