Grey Highlands Council met through a hybrid model of virtual and in person on May 17 at 1 p.m. The meeting was streamed live for the public to watch as well as recorded (link below).
- There were five speakers during the Open Forum portion of the meeting. Mary Ferguson and Rob Leverty spoke virtually regarding item 7.8 – Westway Closing. Jeanette Walter, Elizabeth Johnston and Joyce Hall spoke in person regarding item 7.8 – Westway Closing
- Council approved the May 4, 2022, Council minutesCouncil approved the installation of a floating platform in Flesherton Pond
- Council approved the release of $20,000 from the Community Development Reserve for the purposes of supporting two community garden pilot locations in the communities of Kimberley and Feversham
- Council approved a Special Events Permit for the Eugenia Gold Rush, planned for June 25
- Council approved the designation of the Eugenia Gold Rush as Municipally Significant for the purpose of making a Special Occasion Permit application to the AGCO
- Council approved the Special Event Application from the Feversham Kinsmen for the 2022 RAM Rodeo camping
- Council approved the purchase of a utility vehicle from Maxwell Farm Service for $25,950 (excluding taxes)
- Council approved the purchase of an after-market watering tank/pump to a maximum of $3,000 (excluding taxes)
- Council received the report of the Treasurer "FIN.22.11 Draft Procurement Policy" for information and directed staff to bring the draft by-law to Council
- Council waived the provisions of the Procurement Policy and authorized staff to enter negotiations with Van Pelt Construction Inc. to refine their quotation for a retrofit sand dome structure, to be presented at a future Council meeting for consideration
- Council agreed to advance the dates of the closing for the Municipal properties known as 150 Talisman Mountain Road - Upper and Lower to no earlier than May 25, 2022
- Council received staff report ENV.22.07 regarding an update on Source Water Protection for information
- Council received the Community Safety and Well Being Planning update from appointee Councillor Nielsen for information
- Council received the 2022-03-23 Grey Sauble Conservation Authority meeting minutes for information
- Council received the 2022-04-25 Public Planning Hearing Minutes for information
- Council received planning report PL.22.58 for information related to the by-law contained in the by-law portion of the meeting
- Council received planning report PL.22.59 for information related to the by-law contained in the by-law portion of the meeting
- Council received staff report PL.22.56, Stonebrook Phase 3 - Devonleigh Homes subdivision Agreement, for information related to the by-law contained in the by-laws portion of the meeting
- Council received the 2022-03-23 Grey Highlands Public Library Board Meeting Minutes and 2021 Annual Report for information
- Council received the correspondence from the Reform Gravel Mining Coalition for information
- Council deferred staff report HR.22.02 regarding 2021 Human Resources Department Report
- Council received the correspondence from the Multi-Municipal Wind Turbine Working Group for information and approved forwarding the correspondence to the Grey Highlands Planning Department for consideration in the draft comprehensive by-law and zoning review
- Five by-laws were approved including a by-law to adopt the Grey Highlands Right to Disconnect, Zoning by-law amendments relating to applications Z10.2022 and Z14.2022, amending the 2018-102 Citizen Appointment By-law, a By-law to Authorize a Subdivision Agreement between the Corporation of the Municipality of Grey Highlands and Rayville Developments CPN Inc.
- Councillor Allan provided a notice of motion for the next meeting to allow for higher density in residentially zoned areas
- Council reviewed highlights from the May 12, 2022, Grey County Meeting for informationCouncil went into closed session at 3:10 p.m. to discuss the Fill By-law and Sale of Land – Ceylon and reconvened in open session at 4:10 a.m.
- Council moved to not support the completion and implementation of the draft fill and site alterations by-law
- Council deferred the Sale of Surplus Lands – Ceylon until further information is received on the road allowance
- June 15, 2022, Council meeting will be held entirely virtually
